Josh Allen: Fantasy managers know exactly what they're getting when they draft Allen, who has finished as fantasy's QB1, QB1 and QB2 over the past three seasons, respectively. Few quarterbacks have as much weekly upside and consistency as Allen. Last season, he finished as a top-six weekly QB in 12 of 16 games played and finished as a top-12 weekly quarterback in two more games.

James Cook: Cook was one of Buffalo's fantasy winners after the draft, as there was some projection that the Bills could target someone like Bijan Robinson if he slipped. (Of course, he didn't.) Heading into 2023 atop the depth chart, he'll split touches with veterans like Damien Harris and Latavius Murray, but he'll be in the (back-end) RB2 mix for fantasy managers this season. Offensive coordinator Ken Dorsey praised Cook's versatility and potential to be a "three-down back."

Damien Harris: Harris has been productive when given volume (1,061 YFS and 15 TDs in 2021). He signed a modest one-year contract, and he (and/or Latavius Murray) will be a TD-dependent option in fantasy leagues, when healthy.

Stefon Diggs: Since becoming a Bill, Diggs has posted the following stat lines — 127/1535/8 (2020), 103/1225/10 (2021) and 108/1429/11 (2022). During that same span, he has finished as fantasy's WR3, WR7 and WR4, respectively. Diggs has an extremely high floor as Josh Allen's go-to receiver within Buffalo's high-powered offense.

Gabe Davis: A popular name on 2022 breakout lists, Davis set (or tied) career highs in receptions (48), targets (93), yards (836) and touchdowns (seven) last season. And although he finished as fantasy's WR27, it's fair to say that many fantasy managers expected more. Davis failed to reach the 40-yard mark in eight of 15 regular-season games, and he scored only once in those eight modest performances.

Trent Sherfield: The Athletic's Joe Buscaglia wrote after the team's second preseason game, "[a]long with his versatility to play slot receiver or to allow Stefon Diggs to play in the slot, this is another fantastic sign that Sherfield's bid to be WR3 is legitimate." The Bills are Sherfield's fourth team in four seasons, but he posted career highs in his age-26 season with the Dolphins (30/417/2) last year.

Khalil Shakir: Instead of drafting a receiver at the end of Round 1, the Bills drafted tight end Dalton Kincaid. While Shakir may rank third in WR snaps behind Diggs and Davis, the presence of Kincaid (and more two-TE sets) could limit his ability to make a significant jump in his second season.

Dalton Kincaid: A lengthy adjustment period for rookie tight ends typically leads to modest fantasy impacts for the position. That said, Kincaid was arguably the most talented pass catcher (wide receiver or tight end) in the 2023 NFL Draft, so there is potential for him to be utilized more than a typical rookie tight end as a mismatch in the passing game.

Dawson Knox: Knox's 2022 numbers (48/517/6) were similar, albeit slightly less, than his 2021 production (49/587/9). It's unlikely that Knox will produce as a top-12 option in 2023, and his touchdown dependency is high given his relatively low volume. Knox exceeded 50 receiving yards in only three regular-season games last season.

Heading into 2023 atop the depth chart, he'll split touches with veterans like Damien Harris, Nyheim Hines and Latavius Murray, but he'll be an RB2/flex option for fantasy managers this season.

Damien Harris: Harris has been productive when given volume (1,061 YFS and 15 TDs in 2021), but his modest one-year contract means that he's a distant RB2 to Cook. Barring injury, he's little more than a TD-dependent option in fantasy leagues.

Josh Allen: The top-scoring fantasy quarterback in back-to-back seasons, Allen has thrown for a minimum of 4,400 yards and 36 touchdowns in each of those campaigns. Of course, it's what he does as a dual-threat quarterback that strengthens his floor and boosts his ceiling. Since entering the league in 2018, Allen has averaged 6.9/38.1/0.5 rushing per game. In other words, he has averaged nearly seven fantasy points (6.86) per game based on his rushing stats alone since 2018.

Devin Singletary: From Week 12 on, Singletary had 105 carries for 455 yards and five touchdowns plus 15 catches for 114 yards and a touchdown in seven regular-season games. He ranked ninth among running backs in touches (120) and 13th in average half-PPR points per game (14.34) over that stretch. Including a couple of playoff games, he closed the season with double-digit carries in eight of his final nine games in 2021. Considering that the Bills invested a second-round pick in James Cook, brother of Dalvin Cook and especially a weapon in the passing game, Singletary is more likely to produce as a flex option (than RB2) in 2022.

James Cook: While Cook doesn't have his brother's frame and won't be utilized as a featured back, he's a talented receiver that could be moved around the formation. GM Brandon Beane has made comparisons of Cook's skill set to that of J.D. McKissic.

Stefon Diggs: Aside from setting a career high in touchdowns (10), Diggs' numbers were down overall compared to his first season as a Bill. Josh Allen's go-to receiver finished with 103 catches for 1,225 yards after his league-leading 127/1,535 campaign in 2020. Even so, he still finished as a top-eight fantasy wide receiver across all scoring formats.

Gabe Davis: Posting nearly identical numbers in year two (35/549/6 on 63 targets) as year one (35/599/7 on 62 targets), Davis is poised for a breakout in his third season. With the offseason departures of Emmanuel Sanders and Cole Beasley, Davis moves into the WR2 role opposite Diggs. Davis provided fantasy managers a glimpse of his upside with his 8/201/4 performance in the team's OT playoff loss to the Chiefs. NBC's Peter King was told that Davis' four-TD performance was "the start of something big, not a fluke."

Dawson Knox: Knox took a big step forward in 2021 and finished with 49 catches for 587 yards and nine touchdowns (compared to previous career highs of 28/388/3). Even though he's (at least) behind Stefon Diggs and Gabe Davis in the pecking order for targets, the Bills will once again rank at or near the top of the league in scoring offense, which makes the athletic tight end a threat to score in any game.

Josh Allen: One of the league's best young dual-threat quarterbacks, Allen has exactly 300 rush attempts in his three NFL seasons and has racked up 1,562 yards and 25 touchdowns on the ground. Remarkably, he has rushed for at least eight touchdowns in all three of his NFL seasons. Since his rookie season (2018), Allen has 22.32% of the team's rush attempts, 27.11% of the rushing yards and 56.82% of the rushing touchdowns.

Shatterering previous career bests across the board in 2020, Allen threw for 4,544 yards (284.0/G, 7.9/A) and 37 touchdowns (6.5 TD%) with only 10 interceptions (1.7%). Despite last year's unusual offseason, the trade for Stefon Diggs paid immediate dividends as the duo's instant rapport allowed Diggs to post career highs across the board as well.

Zack Moss: The good news for Moss is that he's likely to lead the team's backs in fantasy production. The bad news is that the Bills won't run it nearly as much as one would expect for a team that will have as many positive game scripts as they will likely have. In addition, Josh Allen is a threat to vulture many of the scoring opportunities (25 rushing TDs over three seasons).

Devin Singletary: Singletary followed up his rookie season with 687 rushing yards (4.4 YPC) and two touchdowns to go along with 38 catches for 269 yards. While I would prefer Moss over Singletary, neither is much more than a flex option heading into 2021. On a positive note, however, coach Sean McDermott has praised Singletary for "really trying to master the small things that come up down in and down out. ... I've really been impressed with his attention to detail over the past few days."

Stefon Diggs: Things could not have gone better for Diggs in his first season with the Bills. Buffalo's starters played fewer snaps than usual in Week 17, as Diggs played a season-low 48% of the team's offensive snaps in the regular-season finale. Even so, that Week 17 performance (7/76) was the only game over the final five weeks where Diggs had fewer than 128 receiving yards. A top-three performer across all scoring formats, Diggs led the league in targets (166), receptions (127) and yards (1,535) in 2020.

Cole Beasley: The recipient of triple-digit targets in back-to-back seasons, Beasley posted career highs in receptions (82) and catch rate (76.6%) as well as in yards (967), yards per reception (11.8), per target (9.0) and per game (64.5) in 2020. Catching only four touchdowns last season, Beasley has still finished as a top-36 wide receiver in both of his seasons as a Bill.

Gabriel Davis: Without signing Emmanuel Sanders to partially fill the void created by John Brown's release, there would be more hype for Davis as a 2021 breakout candidate. As a rookie, the 2020 fourth-round pick ended the year with 35 receptions for 599 yards (17.1 Y/R) and seven touchdowns. The talent is there for Davis to command an expanded role.

Emmanuel Sanders: Sanders and Davis will likely be competing for snaps to join Diggs and Beasley in three-wide sets. Even though the passing offense will be one of the league's best, both are only bench stashes heading into the season.

Dawson Knox: Knox missed four games in 2020 and his per-game numbers last season (2.0/24.0/0.25) weren't much different than his rookie averages (1.87/25.9/0.13). One of the more athletic tight ends in the league, there is potential for a year-over-year improvement in his third season, but he will likely rank fourth or fifth in pecking order amongst the team's pass catchers.

In his third season, Allen threw for 4,544 yards (284.0/G, 7.9/A) and 37 touchdowns (6.5 TD%) with only 10 interceptions (1.7%). Despite last year's unusual offseason, the trade for Stefon Diggs paid immediate dividends as the duo's instant rapport allowed Diggs to post career highs across the board as well.

Zack Moss: Many 2021 mock drafts linked the Bills to a first-round running back. Instead of adding an early-round running back, it's a positive for the outlook of Moss and Devin Singletary that the Bills only added Matt Breida in free agency. While I prefer Moss over Singletary, a concern for both is that Josh Allen has 25 rushing touchdowns over the past three seasons. Not only has Allen led the team in that category in each of the past three years, he has 56.8% (25 of 44) of the team's rushing touchdowns over that stretch.

Devin Singletary: Singletary followed up his rookie season with 687 rushing yards (4.4 YPC) and two touchdowns to go along with 38 catches for 269 yards. While I would prefer Moss over Singletary, both are not much more than a flex option heading into 2021. On a positive note, however, coach Sean McDermott has praised Singletary for "really trying to master the small things that come up down in and down out. ... I've really been impressed with his attention to detail over the past few days."

Emmanuel Sanders: Most fantasy rankings will project Diggs, Beasley and Davis as the team's top-three receivers, but at least one beat reporter (The Athletic's Joe Buscaglia) believes that Sanders could factor into the offense more than Davis. Buscaglia described Sanders' contract as a "weighty contract indicative of a substantial role in the offense" and wrote that "all of the Bills' actions in the offseason were not of a team confident that Davis was ready to step into an enormous role."

Dawson Knox: Knox missed four games in 2020 and his per-game numbers last season (2.0/24.0/0.25) weren't much different than his rookie averages (1.87/25.9/0.13). One of the more athletic tight ends in the league, there is the potential for a year-over-year improvement in his third season, but he will likely rank fourth or fifth in pecking order amongst the team's pass catchers. In fact, Josh Allen's Wyoming teammate, Jacob Hollister, could wind up moving ahead of Knox on the depth chart.

Cole Beasley: The recipient of triple-digit targets in back-to-back seasons, Beasley posted career highs in receptions (82) and catch rate (76.6%) as well as in yards (967), yards per reception (11.8), per target (9.0) and per game (64.5) in 2020. Catching only four touchdowns last season, Beasley has now finished as a top-36 wide receiver in both of his seasons as a Bill and will likely outperform his ADP in 2021 as well.

Gabriel Davis: If the Bills did not sign Emmanuel Sanders to partially fill the void created by John Brown's release, there would be hype for Davis as a breakout candidate in 2021. As a rookie, the 2020 fourth-round pick ended the year with 35 receptions for 599 yards (17.1 Y/R) and seven touchdowns.

Week 13 Fantasy Football WR Waiver Wire Rankings

Every week, we examine players that may be available on your league's waiver wire that could help your team in the short and/or long term.

For a player to be listed, he must be owned in 50 percent (or less) of Yahoo! leagues. The goal is to provide recommendations of players that have a greater chance of being available on your league's waiver wire. Of course, your league's size and settings could significantly impact whether these players (or better options) are available in your particular league(s).

Based on our self-imposed restrictions, a player like San Francisco 49ers receiver Deebo Samuel (rostered in 56% of Yahoo! leagues) is excluded from our list. In his first game back from injury, Samuel had 11 catches for 133 yards on 13 targets, all of which were team highs. If available in your league(s), he would top the (official) list below.

With that said, here are some wide receiver waiver-wire options to consider heading into Week 13 (Yahoo! % rostered in parenthesis):

1. Allen Lazard, Green Bay Packers (39%)

More involved in his second game back from injury than last week, Lazard had four catches for 23 yards and a touchdown on six targets in Week 12. There will be some week-to-week volatility beyond Davante Adams for who's next in line for targets, but Aaron Rodgers has been playing at an MVP level and the Packers lead the NFL in passing touchdowns (33, 3.00 per game).

As the team's No. 2 receiver, Lazard will be in the weekly WR3/flex range the rest of the way.

2. Breshad Perriman, New York Jets (12%)

Perriman either led or tied for the team lead in receptions (four), targets (eight) and yards (79) in Sam Darnold's first game back from injury. Since Week 6, Perriman has more than 50 yards in four of five games and has a total of 17/323/3 on 29 targets over that stretch.

Outside of a difficult Week 15 matchup against the Los Angeles Rams, Perriman and the Jets get three favorable remaining matchups through Week 16. And there's a strong chance that the Jets will be chasing points in all of their remaining games.

3. Denzel Mims, New York Jets (7%)

While I would prefer Perriman over Mims (see above), Mims is worth a look as well. Of course, both have the same set of favorable matchups and the likely game script that keeps the passing volume flowing.

Like Perriman, Mims has been productive lately as the rookie receiver has three consecutive games with more than 60 yards -- 62, 71 and 67, respectively. In addition, he has a minimum of seven targets in three consecutive games and four of his past five.

4. Keke Coutee, Houston Texans (1%)

Coming off a huge game (6/171/2 on seven targets) against the Detroit Lions and his fifth 100-yard game of the season, we've seen the last of Will Fuller in a Texans uniform this season (and possibly for good as he becomes a free agent in March). Fuller announced on IG that he was suspended for six games for a PED (via Aaron Reiss).

While Brandin Cooks will see as many targets as he can handle, Coutee will see his target share and snap percentage get a significant bump even though he has yet to finish any game with more than two catches, 17 yards or four targets. The team had placed Randall Cobb on IR and Kenny Stills was released.

5. Nelson Agholor, Las Vegas Raiders (43%)

In what was expected to be a smash spot for Derek Carr and all of the team's pass-catchers against the Atlanta Falcons turned out to be a major disappointment. Even so, Agholor finished with five catches for 54 yards on six targets.

Agholor has been a little inconsistent since the bye (Week 6), but the first-year Raider has more than 50 yards in four of his past six games. Going back to Week 4, he has either 50 yards and/or a touchdown in six of his past eight. A soft matchup against the winless Jets is on tap in Week 13 to help the Raiders offense get back on track.

6. Gabriel Davis, Buffalo Bills (3%)

Davis is certainly worth a look for deep-leaguers. The fourth-round rookie from UCF had three receptions for 79 yards and a touchdown against the Los Angeles Chargers on Sunday. Davis now has two games with 70-plus yards and a score in his past three games.

With John Brown placed on IR, he'll join Stefon Diggs and Cole Beasley in three-wide sets. The remaining schedule is difficult, however, as the Bills face the 49ers, Steelers, Broncos and Patriots over their next four games.
